Sealed bids for construction of the Country Club Road Utilities Relocation Project will be received by the Commissioners of Public Works for the City of Spartanburg, SC (hereinafter called the “Owner”) at the Spartanburg Water Engineering Department, 175 North Liberty Street, Spartanburg, South Carolina, until 2:00 p.m., Tuesday, August 9, 2022. At that time and place, bids will be opened and the amount of each bid, together with the name of each bidder, shall be announced.
The project consists of relocating water mains and sewer force mains that are found to be in conflict with improvements being made by the SCDOT to Country Club Road. The project will require coordination with the SCDOT contractors and will include investigative location work, point relocations, and complete line segment relocations. The contractor is required to follow SCDOT regulations for working inside right of way and along roadways. Service interruptions will be required but should be minimized. Construction will include all efforts and appurtenances required for the project.
A PRE-BID MEETING (Non-Mandatory) will be held on site at 3395 Country Club Road (SSSD Sewer Pump Station) at 10:00 a.m. on Thursday, July 21, 2022. Attendance at the pre-bid meeting is not required; however, bidders are STRONGLY encouraged to attend.
A satisfactory Bid Bond provided by an acceptable surety (or the cash equivalent) in an amount equal to five percent (5%) of the total bid shall be submitted with each bid.
The Owner reserves the right to accept or reject any bids or proposals that appear to be in the best interest of the Owner, and further reserves the right to waive irregularities in the bids and to reject any and all bids received.
Performance and payment bonds in an amount equal to one hundred percent (100%) of the contract price will be required. The bonds must be secured by cash or must be issued by a surety company licensed in the State of South Carolina with an “A” minimum rating of performance as stated in the most current publication of “Best Key Rating Guide, Property Liability.”
Certificates of insurance naming the Owner as an additional insured and with limits as noted in the bid documents will be required.
Contractors submitting bids shall be properly licensed in the State of South Carolina to bid and perform the work on which the bid is submitted at the date of the bid.
Copies of the contract drawings, specifications, and bid documents shall be obtained from the office of the Engineer upon receipt of a non-refundable payment of $150.00 for each set. When requesting copies of the contract drawings, specifications and bid documents, provide the following information about your company: Mailing address, street / delivery address, telephone and facsimile numbers, and email address. All Bidders are required to purchase contract documents from the engineer. Only those contract drawings, specifications and bid documents obtained from the Engineer are official. Bidders cannot rely on the accuracy of copies of the aforementioned documents, drawings, specifications, etc. obtained from any other sources. Bidders must be on the Engineer’s official plan holders list for bids to be accepted by the Owner. Copies of the Contract Documents may be obtained by contacting Gale Teal at (864) 949-1111.
