North Plant Collection System - Sewer System Improvements
Summit assisted the Town of Central with the planning, funding acquisition, design, permitting, bidding, and construction administration for the replacement and rehabilitation of a portion of its collection system in response to excessive inflow and infiltration and a Consent Order issued by South Carolina Department of Health and Environmental Control (SCDHEC)
Project Purpose:
In 2003, a Consent Order was issued by the SCDHEC to the Pickens County Public Service Commission for violations of the NPDES permit issued for the Central North WWTP. Findings within the Consent Order indicated that excessive flow from the Town of Central’s North Plant collection system was the cause of these NPDES violations. After years of field investigations and find/fix repairs, in 2012 Summit assisted the Town in acquiring of over $4.2M in funding via grants and loans from USDA Rural Development to address I&I in their collection system. Work was completed in 2 divisions.
Project Description:
Division I Improvements consisted of:
- Replacement of over 22,000 LF of 8-inch, 10-inch, and 12-inch gravity sewer via open cut
- Rehabilitation of 3,700 LF of 8-inch, 10-inch, and 12-inch gravity sewer via CIPP
- 20 sewer main point repairs
- 71 service connections
- Associated pavement repair
Division II Improvements consisted of:
- Replacement of over 1,200 LF of 8-inch gravity sewer via open cut
- Rehabilitation of 6,600 LF of 8-inch gravity sewer via CIPP
- 14 sewer main point repairs
- 152 service connections
- Associated pavement repair
The project was completed in the fall of 2016 with a final construction cost of approximately $4.2M
