AECOM TECHNICAL SERVICES, INC.

AMELIA DRIVE AND ALLENE ROAD WATER LINES IMPROVEMENTS

Receipt of Bids:  Separate sealed Bids for the construction of the AECOM Technical Services, Inc. – Amelia Drive and Allene Road Water Lines Improvements project, will be received, by AECOM, at 2151 Pickens Street, Suite 301, Columbia, SC 292001, until 2:00 PM local time on February 29, 2024, at which time the Bids received will be publicly opened and read aloud.

Project Description: The work to be performed shall be accomplished in one (1) Division of work and shall consist of furnishing all materials, equipment, and labor necessary for the installation of water system improvements as described below:

  • Shaw Water Lines Improvements: The installation of approximately 940 LF of 4” PVC, C900 water line, approximately 2,800 LF of 6” PVC, C900 water line, one post hydrant, two fire hydrants, associated pavement and driveway repairs, sediment and erosion control facilities, and other associated appurtenances for a complete and proper installation.

Examination of Documents: The Instructions for Bidders, Bid Form, Contract, Plans, Specifications, Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the following locations:

Bidding Documents are available on compact thumb drives as portable document format (PDF) files for a non-refundable charge of $75.00, including shipping.  Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents.  The non-refundable cost of printed Bidding Documents is $150.00 per set, payable to “Summit Engineering Group, Inc.”.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Qualification of Bidders:  Bidders must be on the Engineer’s official plan holders list.  Bidders must be legally qualified, on the date of the bid, under the provisions of the South Carolina Contractor’s Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11, Sections 40‑11‑10 through 40‑11‑428).  Bidders must have a Contractor’s classification of WL.

Bid Security: Bidders must deposit security with all bids.  Security shall be in the form of a certified check or bid bond made payable to the Owner and shall be for an amount equal to not less than five percent (5%) of the amount of the bid.  Provisions of the security shall be as described in the Instructions for Bidders.

Bid Withdrawal:  No bid may be withdrawn within 90 days after the actual date of the opening thereof.

Bidder’s Rights:  Any prospective bidder, offer, or contractor or subcontractor who is aggrieved in connection with the solicitation of this contract may protest to Owner in accordance with Section 11-35-4210 of the SC Code of Laws, within 7 days of the date of issuance of the Intent to Award.

Pre-bid Meeting: A non-mandatory pre-bid meeting will be held at AECOM’s Columbia Office at 2151 Pickens Street, Suite 301, Columbia, SC 29201, on February 15, 2024, at 2:00 pm.

Owner’s Rights:  The Owner reserves the right to waive any informality or to reject any or all bids.
