ADVERTISEMENT FOR BIDS (PROJECT NO. 22043)

The Town of Central will receive bids for the construction of the “BOLICK CANNON TRAIL” Project until 2:00 pm on Monday, January 9, 2023 in the Town Hall located at 1067 W Main Street, Central, SC 29630, at which time and place all bids will be opened and read aloud in public. Bids may be mailed to the Town of Central at 1067 W Main Street, Central, SC 29630.

This project is to be bid as one (1) division of work. The Contract will be awarded to the responsible bidder producing the lowest total base bid. The following generally describes the work included:

  • Construction of site grading, new asphalt trail, and other associated work tasks for a complete and proper installation.

Copies of the contract drawings, specifications, and bid documents shall be obtained at the office of the Engineer upon receipt of a non-refundable payment of $100.00 for each set. When requesting copies of the contract drawings, specifications and bid documents, provide the following information about your company: Mailing address, street / delivery address, telephone and facsimile numbers, and email address.

All Bidders are required to purchase contract documents from the engineer.

Only those contract drawings, specifications and bid documents obtained from the Engineer are official. Bidders cannot rely on the accuracy of copies of the aforementioned documents, drawings, specifications, etc. obtained from any other sources. Bidders must be on the Engineer’s official plan holders list for bids to be accepted by the Owner. Questions about the project must be received by 5:00 pm on January 3, 2023 and should be directed to Rich Anderson in writing at [email protected].

Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bond made payable to the Owner, and shall be for an amount equal to not less than five percent (5%) of the amount of the bid. Provisions of the security shall be as described in the Information for Bidders.

Performance and Payment Bonds, each in the amount of 100% of the contract price will be required of the successful bidder.

This project is being funded in whole or in part by The Recreational Trails Program in cooperation with South Carolina Trails and the Federal Highway Administration. All federal requirements will apply to the contract. Local match funding provided by the Town of Central.

All SC Consolidated Procurement Code and Regulations will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM).

Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.

Any prospective bidder, contractor or subcontractor who is aggrieved in connection with the solicitation of this contract may protest to the Engineer (or) the Owner in accordance with Section 11-35-4210 of the SC Code of Laws, within 10 days of the date of issuance of the Notice of Intent to Award.

For contracts with a total or potential value of $100,000 or more, notice of an intended award of a contract must be given by posting the notice for ten days before entering into a contract and must be sent to all bidders responding to the solicitation on the same day that the notice is posted. The posting date must appear on the face of all these notices. If no award protests are received within ten days after notice is given, an agency may enter into a contract.

Before the posting of the award, the procuring agency may negotiate with the lowest responsive and responsible bidder to lower his bid within the scope of the Invitation for Bids.

No bid will be considered unless the bidder is legally qualified, on the date of the bid, under the provisions of the South Carolina Contractor’s Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11, Sections 40-11-10 through 40-11-428). Contractors shall have classifications of GD, AP, & CP.

The Owner reserves the right to reject any or all bids or waive any informality in the bidding. The Owner anticipates award of the contract within thirty (30) days from the date of the opening of bids; however, to allow adequate time for funding agency approval, bids may be held by the Owner for a period not to exceed ninety (90) days from the date of the opening of bids. No bidder may withdraw their bid within (90) days after the actual date of the opening thereof.
