Separate sealed bids for the City of Chesnee Streetscape project will be received at the Chesnee City Hall until 2:00 PM on May 5, 2022 then at said office to be publicly opened and read aloud.

 

The scope of work includes:

Demolition of approximately 390 L.F. of existing curb and gutter, demolition of approximately 560 S.Y. of existing sidewalk, installation of approximately 1,400 S.Y. of new sidewalk, installation of three seating areas (with bench, trash container and landscaping) and replacement of existing driveways on S. Alabama Avenue (US Hwy 221) in Chesnee, S.C.

Drawings, specifications and contract documents may be obtained from the office of Summit Engineering Group, Inc., 9601 Warren H. Abernathy Highway, Spartanburg, SC 29301-5226 upon a non‑refundable payment of $150.00.  When requesting drawings, specifications or contract documents, provide the following information about your company:  Mailing address; street (UPS) address; telephone number; and FAX number (if applicable).

 

Each bidder must deposit security in the amount and form specified in the Information for Bidders.

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG).  All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM).  Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.  Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240.  The CDBG application, including the cost estimate, is available for review by contacting (Arlene Young, 864-461-4644).

 

Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968.  Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.

 

No bid will be considered unless the bidder is legally qualified under the provisions of the South Carolina Contractor’s Licensing Law (South Carolina Code of Laws as amended Chapter 11, Sections 40‑11‑5 through 40‑11‑570) to perform the work required.

 

The Owner reserves the right to waive any irregularities, or to reject any or all bids.

 

No bidder may withdraw his bid within 120 days after the actual date of the opening thereof.
