The City of Walhalla will receive bids for the CANE CREEK RESTORATION PROJECT until 2:00 PM on Thursday, August 20, 2026, at the Walhalla City Hall located in the Earl House, at which time and place all bids will be opened and read aloud in public.
Bids will be received for one prime Contracts. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.
This project is to be bid as Three Divisions of work. The Contract will be awarded to the responsible bidder producing the lowest total base bid for each division. The owner may award both divisions to one contractor provided both divisions can be completed simultaneously. The following generally describes the work included:
Cane Creek Restoration Project Division I includes the removal of debris in approximately 10,000 l.f. of Cane Creek in and near the City of Walhalla; as well as other associated work tasks for a complete and proper installation. Division II includes the removal of debris in approximately 10,000 l.f. of Cane Creek. Division III includes the stabilization of approximately 25 – 100 l.f. stream segments to include filter fabric and riprap. The intent is for construction to begin September 1, 2026 and to be completed in 60 days.

Copies of the contract drawings, specifications, and bid documents shall be obtained at the office of the Engineer upon receipt of a non-refundable payment of $150.00 for each set. When requesting copies of the contract drawings, specifications and bid documents, provide the following information about your company: Mailing address, street / delivery address, telephone and facsimile numbers, and email address. Questions concerning the project should be emailed to Curt Dillard at [email protected] at least ten days prior to bid opening. All Bidders are required to purchase contract documents from the engineer.
Only those contract drawings, specifications and bid documents obtained from the Engineer are official. Bidders cannot rely on the accuracy of copies of the aforementioned documents, drawings, specifications, etc. obtained from any other sources. Bidders must be on the Engineer’s official plan holders list for bids to be accepted by the Owner.
Contractors shall complete and submit the Bid Form and required documents for the Division of work. The City of Walhalla reserves the right to waive any irregularities and/or the right to reject any and/or all bids. The contract award will be based on an evaluated bid analysis. The owner will have the final say and will be the sole judge in the evaluation.
This project is being funded by a grant from the US Department of Agriculture National Resources Conservation Service, and all Bidders must comply with all applicable state and federal requirements identified in the Contract documents. SAM.GOV registration will be used to verify debarment status as required. If a contractor cannot obtain SAM within 60 days, the City of Walhalla would have the right to move forward with the second low bid. Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bond made payable to the Owner and shall be for an amount equal to not less than five percent (5%) of the amount of the bid. Provisions of the security shall be as described in the Information for Bidders.
Performance and Payment Bonds, each in the amount of 100% of the contract price will be required of the successful bidder.
Any prospective bidder, contractor or subcontractor who is aggrieved in connection with the solicitation of this contract may protest to the Engineer (or) the Owner in accordance with Section 11-35-4210 of the SC Code of Laws, within 15 days of the date of issuance of the Notice of Intent to Award.
No bid will be considered unless the bidder is legally qualified, on the date of the bid, under the provisions of the South Carolina Contractor’s Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11, Sections 40 11 10 through 40 11 428). Contractors shall have a classification of GD.
The Owner reserves the right to reject any or all bids or waive any informality in the bidding. The Owner anticipates award of the contract within thirty (30) days from the date of the opening of bids; however, to allow adequate time for funding agency approval, bids may be held by the Owner for a period not to exceed ninety (90) days from the date of the opening of bids.
