ADVERTISEMENT FOR BIDS (#25035)

City of Clinton will receive bids for the construction of its “Caldwell Street Water Line Replacement” project until 2:00 PM on the 30th day of July 2026, in the Operations Conference Room located at 1219 Gary Street, Clinton, SC 29325, at which time and place all bids will be opened and read aloud in public.

This project is to be bid as one (1) division of work. The Contract will be awarded to the responsible bidder producing the lowest total bid. The work for the entire project can be generally described as:

Installation of approximately 1,150 linear feet of 6-inch PVC and DIP water lines
Installation of two gate valves and two fire hydrant assemblies
Approximately 180 linear feet of asphalt road patching
Three driveway dry bores
Installation of erosion and sedimentation control facilities

Copies of the contract drawings, specifications, and bid documents may be obtained at the office of the Engineer upon receipt of a non-refundable payment of $100.00 for each hard copy plan set. Electronic copies are available at no charge. When requesting copies of the contract drawings, specifications and bid documents, provide the following information about your company: Mailing address, street / delivery address, telephone and facsimile numbers, and email address.

Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bond made payable to the Owner and shall be for an amount equal to not less than five percent (5%) of the amount of the bid. Provisions of the security shall be as described in the Information for Bidders.

Performance and Payment Bonds, each in the amount of 100% of the contract price, will be required of the successful bidder.

A non-mandatory pre-bid conference will be held at 2:00 pm on July 16th, 2026, at 1219 Gary Street, Clinton, SC 29325, inside the Operations Conference Room.

The owner reserves the right to waive any irregularities or to reject any or all bids.

No bidder may withdraw their bid within (90) days after the actual date of the opening thereof.

All federal requirements will apply to the contract. Bidders will be required to comply with the President’s Executive Order No. 11246 and Order No. 11375 which prohibit discrimination in employment regarding race, creed, color, sex or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240.

The Owner reserves the right to reject any or all bids or waive any informality in the bidding. Bids may be held by the Owner for a period not to exceed ninety (90) days from the date of the opening of bids.
